ارزیابی تأثیر اعتبارات پژوهشی (پژوهانه) بر عملکرد علمی دانشگاه‌ها: مطالعه موردی دانشگاه اصفهان

چکیده
مقدمه و هدف: پژوهانه به‌عنوان یکی از سازوکارهای تأمین مالی پژوهش، با هدف حمایت از فعالیت‌های علمی و بهبود شاخص‌های عملکرد دانشگاه‌ها تخصیص می‌یابد؛ با این‌حال، شواهد تجربی کافی دربارۀ میزان اثرگذاری آن‌ها در ایران وجود ندارد. این پژوهش با هدف ارزیابی تأثیر اعتبارات پژوهشی بر عملکرد علمی دانشگاه اصفهان انجام شده است و رابطۀ بین پژوهانه و شاخص‌های عملکرد علمی دانشگاه اصفهان شامل تولیدات علمی، میزان مشارکت نویسندگان و استنادهای دریافتی بررسی شده است.
روش‌ها: پژوهش حاضر ازنظر هدف توصیفی ـ تحلیلی و از نوع کمی است و داده‌های مورد نیاز آن به روش اسنادی گردآوری شده‌اند. جامعه پژوهش شامل تمامی مقالات نمایه‌شدۀ دانشگاه اصفهان در پایگاه اسکوپوس در بازۀ زمانی 1971 تا 2024 میلادی است. داده‌های اولیه شامل ۱۴۸۱۵ مقاله بود که پس از حذف موارد تکراری و پاک‌سازی داده‌ها، تعداد نهایی به ۱۳۰۴۶ مقاله منحصربه‌فرد رسید. داده‌ها با استفاده از نرم‌افزار اس‌پی‌اس‌اس نسخۀ 26 تحلیل و ضرایب همبستگی بین متغیرها با آزمون ناپارامتری اسپیرمن محاسبه شد.
یافته‌ها: یافته‌ها نشان می‌دهد دانشگاه اصفهان در بازۀ زمانی 1971 تا 2024م درمجموع 13046 مقاله منتشر کرده است که از این تعداد، 9031 مقاله بدون پژوهانه و 4015 مقاله دارای پژوهانه بوده‌اند. این مقالات در مجموع 208705 استناد دریافت کرده‌اند. در سال‌های اخیر (2022 ـ 2024م)، مقالات بدون پژوهانه با دریافت 8809 استناد، عملکرد بهتری نسبت به مقالات دارای پژوهانه با 7804 استناد داشته‌اند؛ اما میانگین استناد در مقالات دارای پژوهانه بیشتر بوده است. تعداد کل مشارکت‌ نویسندگان در مقالات دانشگاه اصفهان 54184 نفر بوده و روندی صعودی داشته است. ضریب همبستگی آزمون اسپیرمن بین تعداد مقالات و میزان مشارکت نویسندگان 0/990 و بین میزان مشارکت نویسندگان و تعداد استنادها 0/859 محاسبه شد که هر دو نشان‌دهندۀ رابطه‌ای بسیار قوی و مثبت میان متغیرها هستند.
بحث و نتیجه‌گیری: نتایج پژوهش نشان داد که مقالات دارای پژوهانه با بهبود کمیت، کیفیت و اثرگذاری علمی همراه است. درعین‌حال، تداوم تولید مقالات بدون پژوهانه نشان‌دهندۀ انگیزه و پویایی فردی پژوهشگران است. بنابراین، طراحی مؤثر سیاست‌های تأمین مالی پژوهش باید تلفیقی از حمایت‌های نهادی و ابتکار فردی باشد تا به تقویت همکاری‌های علمی و افزایش رؤیت‌پذیری و ارتقای پایدار عملکرد علمی دانشگاه بینجامد.
اصالت: این پژوهش برای نخستین‌بار در سطح ملی، با بهره‌گیری از داده‌های واقعی پایگاه اسکوپوس و با تحلیل بیش از پنج دهه تولیدات علمی، به‌طور تجربی تأثیر پژوهانه را بر عملکرد علمی یک دانشگاه ایرانی بررسی کرده است. تمایز این پژوهش در ترکیب تحلیل‌های علم‌سنجی و داده‌محور با رویکرد سیاست‌گذاری پژوهشی است که می‌تواند مبنایی برای تصمیم‌گیری نهادهای دانشگاهی و ارزیابی اثربخشی حمایت‌های مالی پژوهش در ایران باشد.
